Regional Transport Models
Regional Models are often characterised by their size and composition. They cover a much larger area than intra models, containing significant rural components, and are populated by two or more larger settlements. They are typically used to model provincial cities (such as Whangarei, in New Zealand) and corridor towns on the margins of much larger cities (such as Wollondilly in Australia). GPC have built and maintained several such models, including:
- Napier-Hastings, New Zealand
- Waikato Regional Transport Model (WRTM), New Zealand
- Wollondilly, Australia
Napier-Hastings, New Zealand
Napier and Hastings are cities located on the east coast of the North Island in the Hawke's Bay. They have a combined population of 120,000 and form the hub a thriving agricultural and horticultural economy. The region as a whole has become known as the "fruit bowl" of New Zealand and has established itself as one of the leading wine producing regions in Australasia. Hastings is known as the main industrial hub of the area while Napier contains a port and is a popular tourist destination.
We have developed a TRACKS Transportation Model that:
- Covers the urban areas of Napier, Hastings and Havelock North;
- Covers the Morning, Inter and Evening Peaks;
- Models private and commercial traffic separately for detailed analysis;
- Is vehicle driver only (no public transport)
- Has future years of 2011 and 2026
We have been involved in modelling the area since 2003. The largest modelling study conducted in the area was the 2004 Hawke's Bay Regional Traffic Study which recommended a substantial road building programme using newly established criteria for project appraisal. The project is noted for its comprehensive coverage of Heavy Goods Vehicle Movements and vehicle emissions modelling. Additional studies include:
- 2004 Heavy Goods Vehicle Management Plan (Transit NZ, Hawke's Bay Regional Council, Hastings District Council, and Napier City Council)
- 2005 Road Construction Sequencing Project (Transit NZ, Hawke's Bay Regional Council, Hastings District Council, and Napier City Council)
- 2005 Hastings Industrial Development (Hasting District Council)
- 2005 Hastings Northern Arterial Strategic Modelling (Hasting District Council)
Waikato Regional Transport Model, New Zealand
[Top]In 2007 Gabites Porter were commissioned to construct a regional wide transportation model for the Waikato region, covering the area from just south of Pukekohe in the north to south of Turangi in the south. This is a large model build and operation project for the seven local authorities in the Waikato under their umbrella organisation LASS, together with Waikato Regional Council and NZTA. The project has involved data collection, three and four step model build (now complete) and a three to five year operations contract.
We have developed a TRACKS Transportation Model that:
- Covers all urban areas including Hamilton, Tauranga, Rotorua, Taupo, Whakatane and Cambridge, plus many other smaller towns;
- Covers the Morning, Inter and Evening Peaks;
- Models private and commercial traffic separately for detailed analysis;
- Includes vehicle driver and public transport trips; and
- Has future years of 2021 and 2041.
We have been involved in modelling most of the region as distinct smaller models for a number of areas over the past 30 years. The content and knowledge of having maintained these smaller models assisted greatly in creating the large regional model. Due to the high level of detail covering Hamilton in the regional model, this model is now used for all modelling work undertaken in Hamilton and the entire Waikato Region. Some of the recent studies include:
- 2010 Waikato Expressway Staging
- 2010 Huntly Bypass
- 2010 Victoria On The River Parking Assessment
- 2010 RPS Landuse Development
- 2010 Wairere Drive Extension Options.
Wollondilly, Australia
[Top]Wollondilly is a large Shire on the outskirts of Sydney and has a population of 40,000. In recognition of their strategic location they have made significant investments in transport modelling technology to make sure development and traffic growth are planned properly.
We have been involved in the modelling the Wollondilly transport network for approximately 10 years and in that time have contributed to a number of important studies:
- 2010 Section 94 Developer Contributions advice (Wollondlly Shire Council)
- 2005 Picton Town Centre Traffic Study (Wollondlly Shire Council)
- 2005 Picton Bypass Assessment (Wollondlly Shire Council)
- 2003 Tahmoor Town Centre Traffic Study (Wollondlly Shire Council)
We have developed a Transportation Model that:
- Covers all of Wollondilly Shire and parts of Camden City Council;
- Covers the Morning, Inter, and Evening Peaks;
- Has separate networks for all vehicles and heavy good vehicles for detailed analysis; and
- Is Vehicle Driver only.
